The project

starting position

In a networked world and a world of global informations digital data are very important for society and the state.

Approximately ninety percent of all collected data have a spatial reference (geodata) and take a prominent position in the digital age.

A transparent, efficient and responsible use of this resource is a prerequisite to create a wide social acceptance.

Photo-realistic, high-resolution digital spatial data have already a high priority, eg. in the criminal forensics, the structural evidence and in medicine. There is a great urgency to make digital processes legally sure against unauthorized data manipulation.

Motivation

In addition to the technical requirements the legal relevance of digital data is more and more important and is getting more into the focus of legal decisions and actions.

Legal framework (Figure 1) as the Signaturgesetz and the Signaturverordnung concerned about the legal security of electronic data especially with the definition of the border between electronic documents and analog records. Other electronic media are not the subject of legislation to date.

There are currently no complete solutions for geodetic applications that provides a defined level of legal certainty for the geodesic process of collection, processing / data management and the way to use / presentation geodata.

Content

The probative value of digital data is dependent on the detectable identity of the author (authenticity) and data integrity (integrity). To ensure the integrity and authenticity the 3D project geo IRIS includes the following technological developments (Figure 2)

– multi-sensor systems for legally compliant collection of spatial data

– integration of safety-related hardware (Biometric)

– integration of safety-related software (signatures, encryption)

– creation of a smart legally secure information system

– quality management system manuals for the components and processes

– process analysis and process optimization

– subject-specific metadata profiles
